[CQ-Contest] RE Post Contest Log Scrubbing or Buffing?

There's a very simple solution:
Since CQ no longer accepts paper logs, they should require all logs be 
e-mailed within 24 hours of the end of the contest (or is that too long - 
how about 1 hour?)

Another plus of this system: They should be able to have contest 
results out within one month, and certificates should take less than the 
current 2-3 years.
