No, because someone else in the pile (who is using packet) could 
send the broken call as part of an exchange. 

As seldom as some target stations send their calls while working 
piles, that method of "copying" the target station's call is  pretty 
common.

is easy, but you have to remember the origins of the DX packet cluster
networks.  AK1A wrote the packet cluster software for the purpose of
enhancing the YCCC club score.  These days, with internet connections, it
may not matter, but for a long time the cluster connections between YCCC and
FRC were taken down during major contests.  Therefore, there was plently of
good reason for unassisted operators to send spots (and why K1EA made this
so easy to do in CT: i.e. one keystroke) - - they were helping the
multiplier totals of the YCCC single-op assisted and multi-op stations.

History is easy if you were there at the time!
