[CQ-Contest] Kudos to CQ WW for Busting Packet Cheaters!

Maybe 15 times in IARU someone answered me and then sent my call before my 
report - made me happy, I figured someone else was very very near my freq 
and I was louder!

So, if I call someone, and two stations answer and give me reports, can I 
work them both at once (yes, I have and I think its legal?)
