[CQ-Contest] WAE contest rules

Time to dust off my favorite complaint about the WAE rules: not making a
distinction between single op and single op assisted.  This situation has
been in effect for over 10 years and makes it impossible for a serious
single op to compete without using help finding mults.

This will never be considered a serious contest with this major flaw.
