Just I have found information about this in Google:

Well, I think that is not more diffent that use the Packet Cluster. If you
don't send the exactly frequency where you are is not self announcing, and
some of the info that you get from this soft can be get, more or less,  
from the Cluster.

You can use it to solicitate contacts, but, by the way, you can do that
by talk in the cluster or by telephone call.

Maybe OK for use in the assisted mode.

friend is?  Or what band is the best for contesting run rate?  This
application is for you!

"WhereRU is a simple client/server TCP/IP application which runs over
the internet.   It talks to Writelog and gets current frequency
information, and updates the WhereRU server periodically.  The server
then sends this information to everyone in the group you specify.  Your
information is private to your group only.  Your IP address is only
known to the server.

"In addition to frequency information, you can pass along text to other
members of your group, like packet or ICQ, etc."
