[CQ-Contest] Field Day thought ...

I believe they already have it... unlicensed operators may operate IF there 
is a Control Operator present AND the QSO is not prohibited by a 3rd Party 

However, I'm not certain that the heat of a Field Day operation is the 
appropriate venue for such an 'introduction'.
