[CQ-Contest] USA Selection Observations

Ugh - team selection again...

For the USA:

Create a web site and let people put their call there if they are
intereseted.  Have a clear cutoff date.

Come up with some kind of list of people to vote on them (maybe
representatives from the different clubs - previous judges/entrants)
and give them each 10 votes (or 12 or whatever).

Let them distribute their votes the way they want.  The top guys get to
go and pick their partners.   The next top guys are backups.
