I am not sure I can figure out why anyone has to
make this process harder than it is?
Check out the rating scheme on the WRTC page.
That will answer alot of questions!
WRTC is only looking at WW, WPX, and IARU contests scores
for only the last three years.
NO-ARRL DX, NO-SS, etc, etc, etc.

92.3% drop out and only 10 captains are left...
So, take whoever you "feel" deserving
and apply the rating scheme to them...
What is all the fuss about?
If you don't like it, then volunteer to host WRTC 2004, 2006, etc.
Then you can gear the rules to your liking!
Otherwise, it's just "noise"...
