Let's take a look at what the WRTC-2002 Committee has said about U. S. team
selection, pasted below:

Ignore section iii) about wildcards.


  United States of America *** max. 12 teams

10 teams are selected by the 13 most succesful contest clubs from USA by the
following selection process:

i) each club will nominate 10 candidates for US team captains - 5 candidates
has to live in the "East" part of US (call areas W1, 2, 3, 4, 8 and 9) and 5
candidates has to live in the "West" part of US (call areas W5, 6, 7, 0, KH6
and KL7).
ii) the organizer will rank these candidates and selects 5 team captains
from "East" and 5 team captains from "West"
iii) each team captain will select a team mate (any US citizen allowed) and
these will form 10 teams
Max. 2 wild card teams are assigned to the US citizens (or permanent
residents)


That's it! There are NO criteria given for nominating candidates, except
geographical. Each club on the list can use whatever criteria they choose. A
club can choose to delegate the duty to a committee or it can be voted upon
by the entire club. Darts can be thrown at a list of calls, as long as the
candidates meet the geographical criteria. Oh, and the ballot must be
submitted by June 30, 2001.

And ... it does NOT say the committee will subjectively choose the
candidates, only that they will rank them applying the geographical
delineation. While not explicit, I took that to mean that they will count
the votes and do a better job than Florida.  Top 5 vote getters from each
region wins.

If clubs wish to use a statistical approach to the selection process, they
do need to take into account, as pointed out by Jim, K4OJ, that the
Committee chose the clubs including Sweepstakes and ARRL DX in the formula.

With regard to statistics, Jeff, while perhaps on the right track, you
forgot to take into account that contesters don't ALWAYS enter the same
class in every contest.
Also, the analysis doesn't include multi-ops at all. There are probably some
other factors that could be improved on.

However, it is up to each club to decide. Period, end of discussion, except,
of course, at what I expect will prove to be 13 very interesting club
meetings.
