[CQ-Contest] 2003 CQ 160 Change Coming

I was thinking about this - and I think it has a problem:

When I am on the band Sunday morning - I am trying to work JAs - where
it is Sunday evening.  

So, if we did the rule this way, I would only get one JA opening, but 
the east coast gets two European openings.
