Have you thought of using "fan" elements (i.e. cut a parallel driven element for the CW end of the band)? This may work for you or you could try the AI1I (not sure if this call is correct offhand) broadbanding method that was covered in a QST article a couple years ago.

I've used both of these methods in the past with decent results. Neither require relays, switching, etc.
