[CQ-Contest] Training new SS CW Ops

I am not sure if cw participation was down this year or not , but it
seemed like it here . As time goes on the participation will probably go
down due to the decreased emphasis on cw in the amateur exams . Lets
suggest to the league to reinstate the low speed cw suggested
frequencies . Does not require anyone to do anything if they don't want
to and it may encourage some new blood .I know it was a big help to me
when first getting started in cw contesting and was utilized by a lot of
big guns on Sunday afternoon .
