The biggest problem is almost always the layout inside the relay, 
including wires used to make the connections. Some very small 
and cheap relays (like Schrack RTD14012) give excellent RF 
performance up to several kilowatts average power, while other 
large robust-looking relays might not work well at any power!

The best thing to do is order relays from someone who already 
makes or has built a reliable switch, or order duplicate relays that 
are known to work. 

Form X or double-make double-break contacts (they both describe 
the same contact) are best, and you must keep leads separated, 
direct and as short as possible.
