[CQ-Contest] 160 band plan

I have been watching the bandplan deal for a while and have been silent so
far...do I understand it correctly that the FCC will violate those who
operate below 1843 on ssb during the cqww??? It has always been in the past
that 
the band frequency plans flex during a contest to allow for all to
use...day to day operation i don't have a problem
with the current plan...but wait till 160 ssb.....more details...de Rick
