[CQ-Contest] Why I Won't Be in CQWW CW This Year

The second weekend after CQ WW SSB will usually be the second full
weekend in November and the weekend between ARRL SS CW and SSB.  That
has been traditionally the OK/OM DX Contest weekend, which attracts a
good bit of activity worldwide.  Certainly such a change should not be
made without consulting with our OK/OM friends.
