This is a horrible practice, and we should not allow it to gain traction.
(We've even seen it in domestic tests, like ARRL Sweepstakes!)  It effectively
allows a single station to consume two frequencies (or more) in bands already
saturated with contest signals, and provides an underserved advantage to a
station which considers itself "rare".
