Ron got it partially right when he makes this error-free statement:

However, he did not catch that neither station (WC4I or WC4E) submitted a
log in your example.

In your scenario, since no logs were submitted that could prove that you did
not work WC4I, WC4I would just be marked as a Unique in your log, and no
credit lost for the QSO.
