[CQ-Contest] Contesting Callsigns

Hi

I know that some countries have a callsign sequence allocated for contest
use. I am on the council of the South African Radio League and would like to
get a similar system instituted here. Can anyone tell me how these systems
work, and what your experience of them has been in practise?

It seems to me that the main thing is to prevent attractive callsigns (for
example, those with a single-letter suffix) from being allocated permanently
to one person, who may then lose interest in contesting, and deprive other
contesters of using the callsign. So the allocation should probably be
short-term, but should it only be for a single contest, or for a year? And
should previous users of a callsign get preference for its future use?

Your thoughts are much appreciated and will help me to formulate a policy
proposal.
