ARRL contest rules changes are the perview of the ARRL Membership Services
Committee (MSC.) The MSC may or may not, at its discretion, ask the
Contest Advisor Committee (CAC) for its opinion.
Who is on the ARRL Membership Services Committee in December, 2003? I have
no idea. The ARRLWeb seems to have been designed specifically to hide this
information from its members. I can tell you from looking at a past
report (http://www.arrl.org/announce/reports-0307/msc.html) that in August,
2003 the MSC was:
