[CQ-Contest] PASS version 1.2 released

I released a new version of the PASS program:

This fixes a bug parsing VHF contest logs.

Remember, this only runs in a DOS box under Windows - it will not run in 
true DOS.  Will look into fixing this.

N3RD asked for an enhancement to indicate when a pass resulted in a new 
multiplier. Will look into this, but no promises.
