[CQ-Contest] habits, contests, bandplans

People are going to maintain their habits and resist change. International contest cross 
boundary  lines that force people to have to confront their habits and decide 
whether to change to accomodate the non-routine occurence or not. Some do, some don't. 
Those that do will modify and be OK. Those that don't will find themselves impacted 
just as folks who live in Washington D.C. have to deal with the non-routine of certain 
times in of the year major sections are closed to travel and they have to accomodate 
the change in their habits.  Amateurs are SUPPOSED to be flexible. 

As for bandplans, perhaps it would be a good thing if CONTEST SPONSORS simply MENTIONED 
that the bandplans exist and RECOMMEND that people consider them in their operating 
schedules.  

And as K1TTT put it.. It's impossible to bother someone simply by listening. It's the 
transmitting that makes the issue.

 If Region 1/3 finds it a problem.. then guess what? DON'T ANSWER folks who are in areas 
you have problems with. It won't take long for the word to spread that LOW Q rates are 
due to not being where the stations you want to work are located.
