I'd vote fot that, BUT, how the heck do you enforce this??  An awful large 
amount of NON CONTESTERS use packet, especially during contests, to pick up rare 
countries, states, & counties.  Anyone can get on Dx Summit & monitor without 
ever signing in, not to mention the many RF linked clusters.

Can't enforce it, period.  Might need to consider making self spotting & 
packet legal in all classes.
