No, I doubt very seriously that is the case. The more probably reason
is that your contest software put the 59 or whatever in place
automatically, and the people you worked had their software do the
same, whether you sent it or not.

If you submitted a log without your "report sent", you should have
been disqualified.

If nothing else, you should have been disqualified for failure to
follow the rules.
