[CQ-Contest] Running vs SP (Was Self Spotting)

I concur with W5GN that there should be an incentive for SP vs running.  
Between the downturn in the sunspots forcing everyone to 20/15 during the 
day and the steady increase year after year in percentage of contest 
stations that spend a significant time running, some measures are needed to 
encourage more SP by all contest stations.  There should be turnover of the 
run frequencies to encourage SP'ers to tune the bands on a more frequent 
basis.
