[CQ-Contest] Signing /QRP In Contests

If they want "/QRP" on a card from me, they're gonna
be disappointed.

I have no way to know if they are QRP when they work
me, and I'm not going to say I know by logging them that
way!

"/QRP" is just more noise in the pileup.
