Why do you think this happens?
If you think, you will quickly realize a good way to catch cheating is to
look at the QSO's frequencies.

I wish this would be a standard obligation for log submission for all the
contests, for top logs.

"It is strongly recommended to write exact operating frequency for each QSO
in the band column. ONLY LOGS WITH EXACT WRITTEN FREQUENCIES WILL BE
ELIGIBLE FOR THE PLAQUES."



This means that they don't welcome us who don't use CAT for logging (at
least for the 2nd radio). Actually this rule says unofficially: you are not
allowed to win without the logging exact frequencies (I wonder if  0.1kHz is
enough)



Well, fortunately it is summertime and drinking beer outside is much better
option than operating EUHFC 2004 :)



Another change in the rules is that operating time is now till 2359 UTC
instead of 2200.
