I stand corrected on two counts!

Hadn't checked the actual TV channel frequencies.
(When there were VHF TV transmissions in the UK they
were well away from the FM BC band and I assumed it
would be the same here....) 

I suppose it would be feasible for a (VHF) broadcast
transmitter to arrange its radiation pattern so that
it skipped over the top of local residents. Jolly
difficult to get the field strength low enough at 1/4m
to not cause overload of a typical broadcast receiver
however!
