It's "not that complicated" for stateside entrants, but DX stations need to
mail copies of licenses, ID's, etc to the ARRL.

Think about it: airmail stamps, photocopying, addressing envelopes, mail
security issues...... I can honestly say that I wouldn't go through all
that.
