Hypothetical situation: E-mail Slim.

Say you have a guy that manages to obtain, or can forge the e-mail 
address of a DX country -- perhaps P5? 1S? Something like that. He 
decides he wants to create confirmations for himself and his buddies. 
So, he uses e-mail to obtain a certificate, then uploads logs for the 
"QSOs" he wants to generate credit. Next then you know, he and his 
buddies are on the "honor roll."

The ARRL has a really difficult past with regard to Slims. I can see 
why they would want to be extra careful with the LotW.
