[CQ-Contest] LotW - Needs More Participation

I must be missing something.  It is suggested that a DX station that QSLs
can deal with ordering and buying QSL cards, can deal with filing out
hundreds if not thousands of them, can deal with shipping them to one or
more bureaus around the world, can deal with buying the postage and mailing
the direct requests worldwide and can deal with converting the IRCs and
green stamps into local currency, yet;
Cannot deal with the difficulty of making a copy of his license and mailing
it to Connecticut, on a one-time basis, to eliminate a lot of the above.

What am I missing?
