Dick,
  Those times seem about right.  I have a 2 el SteppIr and it seems to take 
about one second per MHz.  While it's QSYing, you can't transmit, and you 
(or I, at least) also get noise in the receiver, so you are effectively 
disabled.  It's a great antenna in general, but not optimal for, e.g., NAQP, 
where you want to do rapid QSYs.
