I apparently did not make myself clear.

There are very distinct differences in the optimum use
of the DX window in the ARRL 160m Contest, other
contests, and normal operations. I did not say, or
mean to imply that my views were part of the rules of
the contest. I was trying to point out the the DX
window during this contest is not there to allow non
contesters to make DX contacts. It is there to attempt
to improve the contest itself.

ARRL 160m Contest: Common sense dictates that if the
'DX window' contains a number of NA stations (10?)
calling CQ DX, 'none' of them will make any DX
contacts. Common sense also dictates that if NA
stations keep that window clear and only answer DX
calls there everybody stands a better chance of making
DX contacts. Others have pointed out that this is not
really a DX contest anyway, so perhaps it doesn't
matter.

Other contests: The situation varies considerably. In
CQWW, for example, own country contacts are not
permitted. Therefore a DX window is not necessary.

Normal operation: Some folks on CW are chatting across
town, others are trying to work weak DX, others are
using SSB or data modes. It seems to me to make sense
to separate as far as possible these activities.
