How about the DX stations using the window *must* operate split - and listen
outside the window?  As soon as all the US stations are calling simplex in
the window, no one can hear the target DX any more - nevermind the others
covered by the splatter & QRM.

I think a whole lot more DX stations could be heard, and worked if they were
to operate split.
