[CQ-Contest] dxsummit spots

The dxsummit webcluster has finally restored their incoming spot ip address
page.  Hopefully this will slow down some of the self spot abuses and other
junk that has been there recently.  If this helps the normal time abuses on
there I will see about restoring my spot sucker for their spots before the
arrl dx tests.
