[CQ-Contest] IC-728

I just looked at various CI-V clones, some using the MAX232, some using
other ICs. None uses the ring, and neither does the G3VGR unit I built.

So, it appears it doesn't matter. What I was unable to determine is whether
Icom has a purpose for the ring connection.
