If we're really going to be consistent about this thing, which so many 
people seem to want, the answer to me seems perfectly simple -- in any 
contest where US states are the multiplier, DC residents should not be 
allowed to participate.  They are not residents of a state, nor are they 
residents of a DX country, so clearly they have no place in these contests.
