[CQ-Contest] 40M "Woodpecker"

Bob somewhere very recently there was an article about this new radar. Unfortunately senility is setting in and I can't find it. What I remember is it is a project being tested by the Australian Gov't. The web pages that reference the tests have been 'pulled'.
For information there have been several occasions over the last few months on 75m when the usual morning path to the Pacific has been completely useless due to this new OTHR. Some of the 'old-timers' have tried the old trick of matching their keyer speed to the pulse rate but it had no effect.

  horizon radar? Its making a mess of 40m CW and is gonna be real difficult to  deal 
  with in All Asian Contest this weekend.
   
  Here's what I am hearing from Arizona USA
  Predominate below 7000 khz up to 7017 or so. 
  Heard during 0800-1200Z period this morning. (Did not listen during other  
  times)
  S7 with some qsb (rx is calib so S9=50uv and S7 is close to 10db below  S9)
  Peaking about 290-320 degrees (BY ???) on 3 el yagi
   
  Maybe those of you with directive 40m antennas can add to this report.
