[CQ-Contest] Logger writers everywhere UNITE!

Xml is the way to go for both submission and ubn returns.  But this will
take a few years for the 'next generation' of logger programmers to take
over and want to put the best tools to use for the job at hand.  Right now I
just want to get any kind of common, easily machine readable, output from
the various processes.
