No,,,,,,,, I guess I wasn't clear. I think we should try having packet 
available to ALL catagories. It's just another contesting tool, after all. We don't 
have a seperate catagory for SO2R (although some have suggested this too) so 
it shouldn't be too hard to justify allowing packet for everyone,  Maybe by 
doing this, it will spread everyone around more, and ease the instant pileups 
some.
