[CQ-Contest] New Contest Country Files - 23 October 2005

N1mm(and writelog and other logger) users should note that this change is
not in accordance with the contest rules and how the log checkers score the
results.  this has been confirmed with k3est.  the file on my web site has
the ua9s/t/w properly set to zone 16.  you can download it at:
