[CQ-Contest] 80 Meter Split Freq?

Is there a reason (rule, broadcast stations, ect) why more
stations outside of North America don't run SSB split in a
contest listening above 3850.00 "General Portion" of the
80 Meter Band? 

Seems there is a whole lot more General licensees than
Extra or Advanced. One would think the number of contacts
and the rates would go up if they did.
