[CQ-Contest] Assisted Low Power?

Actually Steve - I would like to see just one single op category...
assisted and unassisted lumped together.  But...

My argument is this - if so many people are so hotly opposed to
the idea of mixing them - then why not have a separate category
for low power assisted.

Those are the people who are getting the shaft in the current
contest setup more than anyone.  Spots do them no good at all
if they are forced to compete against the big power guys.
