[CQ-Contest] LOTW User Update

If LOTW is such a big deal for the ARRL then they should put resources in 
place to ensure it's a success.

There are many Hams with considerable knowledge who would help a task like 
this. As it is we are faced with a 'done deal' and an unbelievable 
registration process that would please any Klingon commander.
