[CQ-Contest] Is it a time to change rules for HQ stns in IARUcontest ?

The issue does undermine the credibility & integrity of this IARU event as a 
contest.

It could be addressed by attributing nil points to contacts between HQ and 
other stations in the territory they represent.

Of course, this would do nothing to stimulate local activity in support of 
HQ operations.

Perhaps a clear definition of event objectives from the IARU would help.

What have we here, a contest or a flag waving party?
