Another one totally misses the point.

It is NOT a question of skill level. Given the SAME operator with the
SAME skill level in the SAME location with the SAME hardware, adding a
second radio will increase his score by about 40%. People may debate
the exact percentage number, but all agree there is a significant
increase. This is why people add the second radio to begin with.

Look at it this way.

Years ago when people added a piece of hardware called an amplifier to
gain an advantage, a new class was created in order to help equalize
the competition. Now people have added another new piece of hardware
called a second radio. Just as with the amplifier, an advantage has
been created and just as with the amplifier, there are those who will
want to use the new hardware and those who won't. And now just as
then, the competition needs to be equalized by creating classes for
those who do and those who do not.

It's as simple as that.
