[CQ-Contest] new 75 m privileges

Rick according to the ARRL web site, 30 minutes ago, the F.C.C. still had 
not yet posted to the Federal Register. The rule change becomes effective 30 
days after it is posted to the Federal Register.
Initially the new freqs will have no effect. As you well know when you have 
a big array, of any kind, on 75 meters you give up bandwidth for gain and 
directivity. Rebuilding antennas and changing the DX window will be a long 
slow process. DX contesting will be a big problem for guys with big arrays.
