[CQ-Contest] new 75 m privileges

Mal's information is right on this one. The information has not been  
published in the Federal Register (which is available on-line).  
Apparently the FCC needs to reword or rethink some of the things in  
the new rules. Unfortunately this is also holding up other non- 
controversial things in the rules (such as the better amplifier regs)  
that we really need.
