[CQ-Contest] Sweepstakes: Should I be penalized for getting my license in 2000?

So if it isn't being enforced, why keep it? Either
eliminate the check, or let each person just choose
any 2 digit number they want. Maybe their age like in
the AA contest, since that would change every year.
