This is why I'm being a pest about defining "spotting".  It seems that there are differing opinions as to when it is occurring (probably due to the fact that it is undefined).

Is "spotting" happening...
...upon being told information by others
...upon acting on information provided by others
...by copying the 30-minutes of DXCluster traffic just before the contest starts, but then shutting down your connection when the contes begins
...by placing information on the DXCluster, even though you don't use it yourself

etc, etc, etc.
