Is this "contesting"??  I think not.  These uniques should simply be 
eliminated from the log.  DA0HQ can work them (for zero points) and still 
send them their awards.  (Let's see how long that lasts!)

Yes, you are right.
A lot of my German fellow hams only do qsos with DA0HQ during that contest
and work nobody else, not even other Germans,
just to get a sprint award or the 12-Band qsl card.

Peter, this is true. But some other neighbouring HQ's (F, ON, PA, SP etc)
are probably closer to a big number of German stations than their own HQ.
Yet, they don't work as many DL's as DA0HQ (on 160m). This would mean that a
big percentage of German stations limit their operating to working their own

So "cheating" or not - it should not come as a surprise that your neighbours
raise their eyebrows and ask questions. What might the reason for that be?
Some say it's this (quote the DA0HQ website):
Many YLs und OMs enjoy to work 12 QSOs with DAØHQ in shortest time. Since
1999 this will be extra honoured with special stickers for the DAØHQ Award.
Class 1: Who is the first having logged 12 QSOs with DAØHQ? (starts 12 UTC!)
Class 2: Who has logged 12 QSOs with DAØHQ within the shortest time period?
(starts 14 UTC!)

Now with our German friends being very keen on awards (home of the DIG),
this might explain the reason for an explosion of low band DL QSOs.
